How to understand that utilities are violating your rights and get compensation

The amount of utility bills is growing every year. Meanwhile, the quality of services is far from always high: from the tap every now and then there is rusty or slightly warm water, and in winter you have to be at home in a woolen jacket. It turns out that you can get compensation for such violations and inconveniences.

Cold and hot water

The main parameters when assessing the quality of water: appearance (it must be clean and transparent), chemical composition, hardness indicators, as well as pressure force.

Rusty, foul-smelling water is not payable until the quality is restored.

A pressure weaker than the norm by 25% reduces the fee by 0.1% for the entire period of the violation, and if the decrease is more than 25%, then no fee is charged.

A hot water temperature below 60 ºС will be the basis for every three degrees to decrease the bill by 0.1% for the entire period.

Water can be turned off for you one-time only for 4 hours, per month - no more than 8 hours. In case of violation, the payment is reduced by 0.15% per hour (it turns out 3% per day).

Scheduled shutdown of hot water is 14 days, emergency shutdown - a maximum of a day.

Electricity

According to the standards, the voltage should be 220 volts. If serious jumps are recorded, then for each hour of failures, the score decreases by 0.1%.

If there is only one power source, then the interruption in the supply of electricity can be no more than a day. In the presence of backup sources, shutdown is allowed only for 2 hours.

Without a counter, 0.15% of the tariff is deducted for every 60 minutes of failure.

Heating

During the heating season, the room temperature should be between 18-24 ºС. At night (from 00.00 to 5.00) it can be reduced by three degrees.

Heating should be round the clock and uninterrupted.

A one-time shutdown cannot exceed 16 hours if the room temperature is above +12 ºС, and 4 hours if it is lower.

In case of failures, the payment is reduced for each hour of lack of heating and for each missing degree by 0.15%.

Gas supply

Gas supply can be cut off for no more than 4 hours per month. If this limit is exceeded, then for each hour of disconnection, the fee is reduced by 0.15%.

If the gas pressure is less than the standard by 25%, the bill will decrease by 0.1% per hour, and if the deviation exceeds 25%, the service is not paid.

How to get compensation

If the services provided do not meet the specified standards, you need to contact the management company to record the fact of violation. Then get an act with a number and a detailed description of the problem.

The service provider must then recalculate.

If utilities evade the fulfillment of the requirements, then it is necessary to contact the State Housing Inspectorate - this organization will independently conduct an inspection, and then issue an order to restore the quality of the service and recalculate.
